  The Commission has received the following applications:
  1. ACROSS CANADA
  Application (199801296) by CANADIAN SATELLITE COMMUNICATIONS INC. (Cancom) to amend the broadcasting licence of its national satellite relay distribution undertaking (SRDU), by adding the signal of CKVU (Canadian Independent), Vancouver, British Columbia, to the list of signals that it is authorized to distribute and to the list of Part 3 Eligible Satellite Service (Part 3 list), and by adding the signal of WWJ-TV (CBS Affiliate), Detroit, Michigan, to the lists of signals that it is authorized to distribute and to the list of Part 2 Eligible Satellite Services, Section "A" (Part 2 list, Section "A") and the Part 3 list.
  The Commission points out that Cancom intends to continue to distribute both signals, WTOL-TV and WWJ-TV, for a period not to exceed 6 months after the approval of the authorization to add WWJ-TV to the Part 2 list, Section "A" and Part 3 list. The Commission also notes that, upon completion of the transitional period, Cancom would discontinue distribution of the WTOL-TV signal. If the Commission accepts this proposal it would then be necessary for it to modify Cancom's licence accordingly and remove the WTOL-TV signal from the Part 2 list, Section ''A'' and the Part 3 list.

  2. ACROSS CANADA
  Application (199803987) by EXPRESSVU INC. to amend the broadcasting licence to carry on a national direct-to-home satellite distribution undertaking by being relieved of the requirements contained in conditions of licence 4b) and c).
  Condition of licence 4(b) requires ExpressVu Inc. to "...delete programming received by subscribers located within the Grade B contour of a licensed Canadian television programming undertaking, where the programming distributed as part of the DTH undertaking is identical to the programming broadcast by the Canadian television programming undertaking;"
  Condition of licence 4(c) requires ExpressVu Inc. to "...delete programming received by subscribers located within the Grade B contour of licensed Canadian television programming undertakings where the programming distributed as part of its service is identical (i.e. in relation to the above-mentioned programming, not less than 95 percent of the video and audio components of those programming services, exclusive of commercial messages and any part of the services carried on a subsidiary signal are the same) to the programming broadcast by the Canadian television programming undertaking and is distributed on a non-simultaneous basis within the same broadcast week;''
  For the purposes of condition of licence 4(c), the term "broadcast week" means a period of seven consecutive days, beginnning on Sunday.
  ExpressVu also requests that conditions of licence 4(e) and 4(f) as set out in Decision CRTC 97-576 be replaced. Those conditions of licence specify that:
  "e) The application of the condition of licence specified in 4(b) will be suspended from the date of this decision until 8 April 1998;
  f) The application of the condition of licence specified in 4(c) will be suspended from the date of this decision until 31 December 1998."
  ExpressVu requests that these conditions of licence be replaced with the following new condition of licence 4(e):
  4e) "The application of the conditions of licence specified in 4(b) and (c) will be suspended from the date of this decision until August 30, 2000 or until the licensee serves 500,000 direct-to-home subscribers, whichever comes first."
  The Commission notes that this application has been filed pursuant to an agreement reached between ExpressVu and the Canadian Association of Broadcasters respecting alternative measures to simultaneous and non-simultaneous program deletion, as contemplated by the Commission in Public Notice CRTC 1995-217. This agreement forms part of this application.

  3.  TORONTO, Ontario
  Application (199801999) by CJRT-FM INC. to amend the current condition of licence with respect to advertising to read as follows:
  "The licensee may broadcast a maximum of 504 minutes of advertising per broadcast week with a maximum of 4 minutes of advertising in any hour."
  "Of the 504 minutes, a maximum of 126 minutes of conventional advertising per broadcast week may be broadcast."
  "The remainder of advertising broadcast must conform to the following definition of restricted advertising:"
   "Restricted advertising means simple statements of sponsorship that identify the sponsors of a program or of the station. Such statements may incorporate the names of the sponsor, the business address, hours of business and a brief general description of the types of services or products that the sponsor provides, including the price, name and brand name of the product. Such statements must not contain references to convenience, durability and desirability or contain other comparative or competitive references."

  ·  the intervention must be received by the CRTC and by the applicant ON OR BEFORE the deadline date indicated below. The Commission cannot be held responsible for postal delays;
  ·  your intervention should clearly identify the application and indicate whether you support or oppose the application, or if you propose changes to it, with facts and grounds therefor. In the event that the application is brought to the oral phase of a hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
   Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
