New Persian-language SCMO service

1.  The Commission approves the application by Fairchild Radio (Vancouver FM) Ltd. to amend the licence for CHKG-FM Vancouver, by adding a condition of licence allowing the licensee to use a Subsidiary Communications Multiplex Operations (SCMO) channel for the purpose of broadcasting a predominantly Persian-language radio service.

2.  Programming broadcast using an SCMO channel is not accessible with standard radio equipment, and requires instead the use of a special receiver.

3.  The Commission's policy regarding services using the SCMO channel of FM stations is set out in Public Notice CRTC1989-23 dated 23 March 1989 entitled Services Using the Vertical Blanking Interval (Television) or Subsidiary Communications Multiplex Operation (FM). The licensee is expected to adhere to the guidelines set out in Appendix A to that Public Notice.

4.  As stated in the above-noted policy, the Commission would be concerned if such a service were to have a negative impact on existing local conventional ethnic broadcasters. No such broadcaster opposed this application. The Commission is satisfied that this approval will not cause undue negative impact on existing local conventional ethnic radio stations.

5.  The Commission acknowledges the numerous interventions submitted in support of this application.
