Telecom Order CRTC 99-149

 

On 5 January 1999, NBTel Inc. (NBTel) filed an application for approval of General Tariff Item 47, Basic User Package, introducing a packaged service consisting of local residential access, 600 minutes of evening and weekend direct dialed long distance to any location within Canada, the choice of two selected calling features and/or call answer and discounted rates for long distance services.

1.On 8 January 1999, Fundy Cable Ltd./Ltée (Fundy) filed comments with the Commission requesting that the Commission deny the tariff filing. Fundy submitted that the proposed service fails the imputation test and is anti-
competitive.

 

2.Fundy argued that, in applying the test, NBTel should include the tariffed rate for single line residential exchange service, the Phase II costs of the two optional custom calling features, the Phase II costs of providing 600 minutes of toll service, and incremental costs due to customer inquiries, customer orders, and marketing.

 

3.In its reply dated 18 January 1999, NBTel submitted that the bundled offer meets the imputation test.

 

4.NBTel noted that the below cost residential access service was included at the tariffed rate. With respect to Fundy's assertion that the Phase II costs for the full 600 minutes of toll should be included, NBTel submitted that it is standard practice to determine the expected cost based on expected usage. NBTel also provided further information with respect to the basis for estimating the number of minutes that would be used within the 600-minute block, the cost of calling features and a detailed breakdown of the costs.

 

5.Based on the information provided by NBTel, the Commission is satisfied that the imputation test requirements have been met.

 

6.In light of the above, the proposed tariff revisions are approved effective the date of this Order.
