Telecom Order CRTC 99-496

 

On 31 March 1999, TELUS Communications Inc. (TCI) filed applications proposing tariff changes further to Price Cap Regulation and Related Issues, Telecom Decision CRTC 97-9, 1 May 1997 (Decision 97-9), and TELUS Communications (Edmonton) Inc. - Implementation of Price Cap Regulation and Related Issues, Telecom Decision CRTC 99-1, 18 February 1999 (Decision 99-1).

1.TCI filed its Price Cap Index (PCI) and Service Band Limits (SBLs) for 1999, to reflect the amalgamation of the price cap indices of the former TELUS Communications Inc. (TCI) and TELUS Communications (Edmonton) Inc. (TCEI) incorporating an exogenous adjustment related to the recovery of local start-up costs.

 

2.The Commission considers that this exogenous adjustment is in compliance with Local Competition Start-up Costs Proceeding, Telecom Public Notice CRTC 98-10, Telecom Order CRTC 99-239, 12 March 1999.

 

3.TCI updated its PCI and respective SBLs to incorporate the Gross Domestic Product - Price Index and the productivity offset of 4.5% stipulated in Decisions 97-9 and 99-1.

 

4.In Tariff Notice (TN) 64, TCI proposed to amalgamate and restructure the Microlink Service of the former TCI and the Integrated Services Digital Network (ISDN) Basic Rate Interface Service and the Microlink Measured Integrated Services Digital Network Basic Rate Interface Service of TCEI under a common tariff and rate structure for the entire province.

 

5.In TN 71, TCI proposed to amalgamate the Exchange Services of the former TCI and TCEI under a common tariff and to reprice its local exchange services.

 

6.TCI proposed to increase the rates for residence service in the city of Edmonton. The rate for Rotary Dial Service, which would continue to be grandfathered for customers in Edmonton, would increase from $15.70 to $17.27 per month per line. The rate for Touch-Tone Service would increase from $18.25 to $19.79.

 

7.TCI also proposed to reduce the Business Exchange Service rates in bands A and B.

 

8.In TN 72, TCI proposed to amalgamate and restructure the ISDN Primary Rate Interface Services of the former TCI and TCEI under a common tariff to provide a standard Megalink Service structure.

 

9.In TN 73, TCI proposed to amalgamate and reprice the Direct In Dial Service of the former TCI and TCEI and the Terminal Numbers Service of TCEI. The proposed changes result in rate reductions to the service.

 

10.The Commission is satisfied that, on the basis of the imputation test information required by Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, the proposed rates for Microlink-ISDN Service, Business Exchange Services, Megalink Services and Direct In Dial Service will not be anti-competitive.

 

11.TCI filed the calculation of its Actual Price Index and Service Band Indices demonstrating that, under its proposed rates, it will not exceed the PCI and SBLs for 1999.

 

12.In light of the foregoing, the Commission approves the proposed tariff revisions effective 1 June 1999.
