The Commission has received the following application:
WESTERN CANADA AND TERRITORIES REGION 
1.  VANCOUVER, British Columbia
Application (199908042) by CAMERON BELL CONSULTANCY LTD., Box 10005, Vancouver, British Columbia, V7Y 1A1. Mr. Bell is requesting authority to change the contours by relocating the transmitter approximately 19 kilometres from the existing site, to reduce the effective radiated power to 27 watts and to renew the broadcasting licence to 31 December 2000.
This English-language FM radio programming undertaking currently provides information on traffic conditions for a 16 kilometre section of the Trans-Canada Highway presently under construction. The affected area is between the Port Mann bridge in Coquitlam and the Vancouver/Burnaby border.
The licensee proposes to relocate the transmitter and to provide traffic information related to the rehabilitation of the Lion's Gate and the Stanley Part causeway. The programming would consist of narratives, interviews and interactive question and answer segments between construction officials and commuters using cell phones.
The application indicates the licensee's intention to surrender the licence, should the frequency 94.5 MHz (channel 233 LP) be approved for any other use before 31 December 2000.
