CALL FOR COMMENTS ON A REQUEST TO ADD CROSSROADS TELEVISION SYSTEM (CTS) TO THE LISTS OF ELIGIBLE SATELLITE SERVICES
 The Commission has received a request from Crossroads Television System (CTS), P.O. Box 5321, 1295 North Service Road, Burlington, Ontario, L7R 4X5, to have its signal added to Section 'A' of the list of "Part 2 Eligible Satellite Services", to the list of "Part 3 Eligible Satellite Services" and to the list of "DTH Eligible Satellite Services".
 In Decision CRTC 98-123, the Commission licensed Crossroads Television System to operate a commercial English-language (television) programming undertaking at Hamilton, Burlington, St. Catharines and Toronto, for the purpose of broadcasting religious programming from local studios and other Canadian sources, as well as religious programming originating in the United States.
 This request, if approved, would permit Class 1 and 2 distribution undertakings located throughout Canada to distribute this religious service on a discretionary basis without prior Commission approval. Further, the approval of this request would permit Class 3 distribution undertakings located throughout Canada to distribute the CTS signal as part of either the basic service or on a discretionary tier without prior Commission approval.
 The Commission considers it appropriate to provide an opportunity for public comments on the proposed amendment to the lists in order to ensure that all relevant information is available to it prior to making a decision. Accordingly, the Commission invites comments on the proposed addition of CTS to the lists of eligible satellite services.

-  submit the original of your written comments to the Secretary General of the Commission (CRTC, Ottawa, K1A 0N2). A true copy MUST be sent to Crossroads Television System and proof that this has been done must accompany the original comments sent to the Commission.

-  Comments may be filed with the Commission by electronic mail at the following e-mail address: public.broadcasting@crtc.gc.ca and should indicate if a true copy has been sent to Crossroads Television System. Each paragraph of the document should be numbered. In addition, as an indication that the document has not been damaged during electronic transmission, the line ***End of document*** should be entered following the last paragraph of each document. However, your comments and the proof of service to Crossroads Television System will also have to be filed in hard copy;
-  please note, that only the documents electronically filed will be available on the Commission's web site. You will be able to access these documents by indicating the public notice number;
-  comments must be received by the CRTC and by Crossroads Television System ON OR BEFORE 12 FEBRUARY 1999. The Commission cannot be held responsible for postal delays;
-  your comments should clearly identify the request to which they apply. They should also indicate whether you support or oppose or propose changes to the request, and should be accompanied by the facts and grounds therefor.
 Your comments will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
 Crossroads Television System may file a written reply to any comments received concerning its request. Such replies should be filed with the Commission, and a copy sent to the person who submitted the comments by no later than 22 February 1999.
