The Commission has received the following applications:
WESTERN CANADA AND TERRITORIES REGION
1. PROVINCE OF ALBERTA
Application (199811774) by LEARNING AND SKILLS TELEVISION OF ALBERTA LIMITED to amend the broadcasting licence of the English-language satellite to cable programming television service responsible for delivering educational programming throughout the Province of Alberta by amending condition of licence #10 which reads as follows:
"10. The licensee shall not
(a) broadcast more than 6 minutes of advertising material in any clock hour in a broadcast day; or
(b) broadcast more than 501 minutes of advertising material in a broadcast week, exclusive of commercial messages described in condition 9(a) above."
Learning and Skills Television of Alberta Limited is seeking to amend condition of licence #10(a) to be able to distribute 12 minutes of advertising material during each clock hour rather than 6 minutes. The amended condition of licence would read as follows:
"10.(a) The licensee shall not broadcast more than 12 minutes of advertising material in any clock hour in a broadcast day."
The applicant has not requested any change to condition #10 (b) with respect to the overall limit of 501 minutes of advertising per week.

2. VANCOUVER, British Columbia
Application (199807848) by FAIRCHILD RADIO (VANCOUVER FM) LTD. to amend the broadcasting licence of the (radio) programming undertaking CHKG-FM Vancouver as follows:
a) by deleting the condition of licence that the licensee not broadcast any Type A, B, C or D ethnic programs(*) directed to the Chinese community during the 6:00 a.m. to 3:00 p.m. period on weekdays; and
b) by adding the condition of licence that the licensee not broadcast any Type A, B, C or D ethnic programs(*) directed to the Chinese community in the Cantonese dialect during the 6:00 a.m. to 3:00 p.m. period on weekdays.
The licensee has indicated that approval of this amendment will offer the flexibility to broadcast Mandarin-language programming prior to the 3 p.m. weekday period.
(*) Ethnic Programs
Type A programs are in a language other than French, English or native Canadian.
Types B and C are in French or English but directed to distinct groups.
Type D programs are bilingual (French or English plus a third language from Type A).
