  Follow-up to Order CRTC 2000-500 - Provision of reseller end-customer information

In this order, the Commission directs: 1) each ILEC and CLEC to require local service resellers, as conditions of resale, to provide complete end-customer information, and any changes to end-customer information within 30 days of the change; 2) the ILECs to issue revised resale tariffs incorporating these requirements; and 3) Bell Canada to comply with the Decision 97-8 requirements to populate the 9-1-1 database with complete reseller end-customer information, and to file a report.

 

Provision of end-customer information by resellers

In 911 service to Centrex resellers, Order CRTC 2000-500, dated 31 May 2000, the Commission stated that, pursuant to Local competition, TelecomDecision CRTC 97-8, dated 1 May 1997:

 
  • resellers of any incumbent local exchange carrier (ILEC) or competitive local exchange carrier (CLEC) service must provide complete name, address, and telephone number information for each of their end-customers in 9-1-1 service areas to the ILEC or CLEC on a timely basis; and
 
  • each carrier providing 9-1-1 service must populate the 9-1-1 database with complete name, address, and telephone number information for its customers (including reseller end-customer information).

In view of these requirements, the Commission directed each ILEC and CLEC to show cause why it should not make the provision of complete end-customer information on a timely basis a condition of resale.

Bell Canada, Island Telecom Inc., Maritime Tel & Tel Limited, MTS Communications Inc., NBTel Inc., Saskatchewan Telecommunications, Ontario Advisory 9-1-1 Board and AXXENT Corp. filed comments.

All parties agreed that the provision of complete end-customer name, address and telephone number information on a timely basis should be a condition of resale.

In light of the above, the Commission directs each ILEC and CLEC to require local service resellers, as conditions of resale, to: 1) provide complete end-customer information; and 2) provide any changes to end-customer information (e.g., information for new customers or changes for existing customers) within 30 days of the change. The Commission directs the ILECs to issue revised resale tariffs within 30 days incorporating these requirements.

 

Bell Canada - Population of 9-1-1 database

In Order 2000-500, the Commission directed Bell Canada to include reseller end-customer names in the 9-1-1 database, as well as the other reseller end-customer information (as required by Decision 97-8).

With respect to resellers that do not use the electronic file transfer service, Bell Canada submitted that:

 
  • the company is developing a step to capture, on a going-forward basis, the end-user name as part of the existing manual process for populating the database with reseller information;
 
  • the manual process will remain in effect until January 2001, when a software upgrade will be implemented to provide for an automatic data entry mechanism via the Centrex order platform; and
 
  • further work is required by resellers to provision the corresponding information for their embedded base of customers.

The Commission notes that pursuant to Decision 97-8, Bell Canada must provide complete information to the 9-1-1 database for all end-customers of local service resellers (i.e., not merely on a going-forward basis).

The Commission directs Bell Canada to comply with the Decision 97-8 requirement to populate the 9-1-1 database with complete reseller end-customer information and to provide a report to the Commission by 1 January 2001 confirming that it is in compliance.
