  CRTC denies Bell Canada's proposal to increase prices for calling features

By majority vote, the Commission denies Bell Canada's proposal to increase the rates for certain calling features that are available to both residence and business customers. The company had proposed to increase the monthly rates for Call Waiting, Call Return, Call Forwarding, Three-way Calling, and Call Screen. It had also proposed to raise the occasional usage rates for Last Call Return, Busy Call Return and Three-way Calling and the monthly maximum pay-per-usage cap.

The Commission notes that since the implementation of the price cap regime, Bell Canada has filed, and the Commission has approved, rate increases for various calling features, which were anticipated to generate significant additional revenues.

In view of the limited level of competition in the local telephone market, the Commission considers that approving the rate increases to Bell Canada's calling features would not be appropriate in the present circumstances. The Commission intends to re-examine the pricing of optional local services in the upcoming proceeding to review the price cap regime.

Bell Canada filed the application on 12 October 2000 to revise Item 2165 of its General Tariff.
