Contribution exemption

1.

By letter dated 20 December 1999, TELUS Integrated Communications Inc. (TELUS Mobility) applied for a contribution exemption with respect to Centrex systems used to provide local exchange services to end-users as well as circuits used solely for administrative purposes. TELUS Mobility provided two affidavits dated 20 December 1999 in confidence to the Commission and Bell Canada.

By letter dated 18 January 2000, Bell stated that it had reviewed the affidavits and noted that they appear to satisfy the evidentiary requirements for such exemptions.

Bell stated that in the first affidavit, TELUS Mobility is affirming that certain Centrex systems are used solely to provide local service and that there are no direct private line connections from these Centrex systems to the interexchange network of TELUS Mobility or any of its affiliate companies.

Bell assumed that the use of the term "affiliate companies" in the affidavit is intended to include direct private line connections with any interexchange service provider with which TELUS Mobility may have a working relationship or agreement for the routing of interexchange traffic.

Bell stated that the second affidavit affirmed that there are no private line connections to the administrative system. Bell noted that TELUS Mobility has confirmed that all long distance calls
from its administrative system are routed over equal access arrangements.

Bell also reviewed its records with respect to the services listed in the affidavits and confirmed that the lists correspond with its records.

Bell noted that TELUS Mobility had requested that the effective date for its exemption with respect to circuits used to provide local services be the date of its application, and that the effective date of its exemption for administrative circuits be the date of installation. Bell noted that these requests are consistent with the Commission's guidelines regarding the effective dates of such exemptions. In light of the above, Bell agreed with the requested exemptions.

The Commission is of the view that TELUS Mobility's affidavits meet the evidentiary requirements.

In light of the foregoing, TELUS Mobility's application is approved effective the date of application for its circuits used to provide local services and the date of installation for its administrative circuits, as requested by TELUS Mobility and agreed to by Bell.
