Tariff Notice 22

New rates reflecting expanded customer base

The Commission approves Cochrane PUC’s request for new rates to reflect its purchase of Northern Telephone Limited’s Cochrane area customer base. The Commission however requires that Cochrane PUC charge the same rates to all customers subject to the purchase.

Cochrane PUC has traditionally provided telephone service to residents within the boundary of the Town of Cochrane. Northern served subscribers located in the neighbouring Township of Glackmeyer, Township of Lamarche and additional subscribers in the unincorporated areas around Cochrane. On 1 January 2000, the Town of Cochrane and these two Townships amalgamated to become the new Town of Cochrane.

Cochrane PUC has purchased Northern’s telephone assets in these areas. The purchase will become effective 1 March 2000.

Tariff Notice 22 proposed tariff provisions reflecting the purchase including rates for Cochrane PUC’s new customers. Cochrane PUC also proposed to eliminate mileage charges previously charged by Northern to subscribers outside the base rate area.

Cochrane PUC noted that the proposed rates are the same or lower than the rates charged by Northern. The elimination of mileage charges will result in reduced rates for certain subscribers.

Cochrane PUC proposed to increase two-party rates by approximately $4.00. Cochrane PUC has confirmed that with the elimination of mileage charges the proposed rate "is not a rate increase". The Commission therefore expects that two-party subscribers will not pay more for telephone services as a result of this application.

Cochrane PUC proposed one set of rates for subscribers located in the Townships of Glackmeyer and Lamarche and a different higher set of rates for subscribers located in the unincorporated areas around Cochrane.

The Commission considers that it is inappropriate to charge a different set of rates to the subscribers in the unincorporated areas. The Commission therefore denies the differentiated rates and directs Cochrane PUC to apply the rates approved for the former Townships of Glackmeyer and Lamarche to subscribers in the unincorporated areas.

Cochrane PUC filed its application on 26 January 2000 and revised it on 14 February 2000.

The approved revisions will take effect on 1 March 2000. Cochrane PUC is to issue, forthwith, revised tariff pages reflecting the above approval.
