Contribution exemption for local services

The CRTC approves a contribution exemption for local services provided to RSL COM by Bell Canada.

By letter dated 17 May 2000, RSL COM Canada Inc. applied for a contribution exemption with respect to Centrex services used to provide local service to end-customers. RSL COM provided an affidavit affirming that an exemption is requested prospectively for services not yet installed. RSL COM indicated that no interexchange or local private lines will be connected to the Centrex services to permit direct access to interexchange networks provided by RSL COM or any other service provider such that appropriate contribution charges would not be incurred. RSL COM requested an effective date, the date of this application, subject to RSL COM providing a revised affidavit upon installation of circuits.

By letter dated 13 June 2000, Bell Canada stated that it has reviewed its files and noted that it can find no record that any such services have yet been installed for RSL COM. Accordingly, Bell Canada submitted that the request for advance approval of an exemption appears to be appropriate.

In light of the above, Bell Canada agreed with the request for advance approval of an exemption. Bell Canada submitted that such approval should be subject to the receipt of a revised affidavit, within 30 days after the installation of the first of these services. Bell Canada submitted that the new affidavit should be consistent with the one filed with this application, should identify the services in question, and should affirm that no interexchange or local private lines are connected to the Centrex systems that would permit the avoidance of the appropriate assessment of contribution charges. Bell Canada stated that it reserved the right to submit further comments with respect to future submissions of RSL COM.

The Commission grants advance approval to RSL COM's application subject to the receipt of a revised affidavit, within 30 days after the installation of the first of these services identifying the services in question, and affirming that no interexchange or local private lines are connected to the Centrex systems that would permit the avoidance of the appropriate assessment of contribution charges.
