The Commission has received the following applications:
ATLANTIC AND QUEBEC REGION / RÉGION DE L'ATLANTIQUE ET DU QUÉBEC
1. ST. JOHN'S, Newfoundland
Application (200016875) by NEWCAP INC. (Newcap), 745 Windmill Road, Dartmouth, Nova Scotia, B3B 1C2.
Further to Decision CRTC 2000-141 which approved the acquisition of the radio stations in Newfoundland owned by VOCM Radio, Newcap has requested the addition of four conditions to the broadcasting licence for CJYQ St. John's.
These conditions are as follows:
The licensee shall:

- broadcast, as an exception to the percentage of Canadian musical selections set out in the Radio Regulations, 1986, a minimum Canadian content level of 40% in Category 2 (popular) musical selections during the broadcast week and during the period between the hours of 6:00 a.m. and 6:00 p.m. throughout the broadcast week;

- broadcast Newfoundland musical selections representing a minimum of 20% of all Category 2 musical selections aired during the broadcast week and during the period between the hours of 6:00 a.m. and 6:00 p.m. throughout the broadcast week;
- produce and distribute during each broadcast week, eight hours of Newfoundland-based programming for broadcast on each of the stations acquired from Radio VOCM; and
- expend a minimum of $100,000 over seven years on the production of compact discs and demonstration recordings to assist artists specializing in the performance of traditional Newfoundland music.
This additional direct expenditure is over and above existing commitments offered in accordance with the Canadian Association of Broadcasters' Distribution Guidelines for Canadian Talent Development and commitments to Canadian talent development accepted as part of Newcap's benefits package outlined in Decision CRTC 2000-141.
For the purpose of these conditions, a "Newfoundland musical selection" is one either produced in Newfoundland or produced by someone from the province; and a "Newfoundland artist" is one born in Newfoundland or who has been residing in the province for more than 12 months.
Newcap has indicated that its Newfoundland-based programming will consist of a mix of Newfoundland musical selections as defined above, together with comedy, artist interviews and plays.

Application (200003848) by the CANADIAN BROADCASTING CORPORATION.
The licensee proposes to increase the effective radiated power of the transmitter CBAF-FM-16 Port au Port from 800 to 1,034 watts.
The Commission notes that this change reflects the actual parameters and that there is no significant change in the coverage area.
This proposal would require an amendment to the broadcasting licence of CBAF-FM-5 Halifax.

The licensee proposes to add transmitters for the distribution, in encrypted mode, of Country Music Television (CMT), Arts & Entertainment (A&E) and WUHF-TV (FOX) Rochester, New York.
The Commission notes that for the distribution of all of these services, the licensee will use the following additional channels:
- 15, 23 and 25, each with a transmitter
   power of 20 watts.
The proposal would require an amendment to the broadcasting licence for its radiocommunication distribution undertaking serving Kennetcook.

The licensee proposes to add transmitters for the distribution, in encrypted mode, of Country Music Television (CMT), Cable News Network (CNN), The History Channel, Arts & Entertainment (A&E) and WUHF-TV (FOX) Rochester, New York.
The Commission notes that for the distribution of all of these services, the licensee will use the following additional channels:

- 26, 40, 46, 51 and 53, each with a
   transmitter power of 20 watts.
The proposal would require an amendment to the broadcasting licence for its radiocommunication distribution undertaking serving Kennetcook.

5. MIDLAND, Ontario
Application (200006272) by LARCHE COMMUNICATIONS INC.
The licensee proposes to increase the effective radiated power from 9,170 to 9,354 watts.
The Commission notes that this change reflects the actual parameters of CICZ-FM Midland and that there is no significant change in the coverage area.
The proposal would require an amendment to the broadcasting licence for CICZ-FM.

6. THUNDER BAY, Ontario
Application (200006214) by THUNDER BAY CHRISTIAN RADIO.
The licensee proposes to add a low power FM radio transmitter at Candy Mountain on the frequency 93.1 MHz (channel 226LP), with an effective radiated power of 3.7 watts to offer the programming of CJOA-FM Thunder Bay, a Christian music service.
The licensee indicates that this additional transmitter will extend its coverage area to residents west of the city. The licensee adds that its "...impact on the commercial broadcasters will continue to be minimal, as we are non-commercial and are serving a niche market."
The proposal would require an amendment to the broadcasting licence for CJOA-FM.

7. TORONTO, Ontario
Application (200006256) by CJRT-FM INC.
The licensee proposes to modify the following current condition of licence that refers to maximum minutes of paid advertising per week:
From:
- may broadcast a maximum of 504 minutes of advertising per broadcast week with a maximum of 4 minutes of advertising in any hour. Of the 504 minutes, a maximum of 126 minutes of conventional advertising per broadcast week may be broadcast. The remainder of advertising broadcast must conform to the definition of restricted advertising set out in Public Notice CRTC 1993-38;
To:
- may broadcast a maximum of 504 minutes of advertising per broadcast week with a maximum of 4 minutes of advertising in any hour. The 504 minutes of advertising is permitted to be of all types described under content Category 5*.
CJRT-FM proposes to alter its existing condition of licence by deleting the references to restricted advertising.
The proposal would require an amendment to the broadcasting licence for CJRT-FM.

Application (200006420) by ELMER HILDEBRAND (on behalf of a company to be incorporated), Box 216, Altona, Manitoba, R0G 0B0.
In Decision CRTC 2000-73 dated 13 March 2000, the Commission approved an application by this licensee for an FM radio station in Saskatoon, but noted that the proposed frequency (106.7 MHz, channel 294C1) was not approved due to interference concerns. The licensee was directed to file an application to amend the new licence, based on the used of a different frequency.
This application seeks approval for the new station to use the frequency 98.3 MHz (channel 252C1) with an effective radiated power of 100,000 watts.
