CRTC Industry Steering Committee (CISC) administrative guidelines and new interested party list

1.

The CRTC Industry Steering Committee (formerly known as the CRTC Interconnection Steering Committee) is an organization established by the CRTC to assist in developing information, procedures and guidelines which may be required in various aspects of the CRTC's regulatory activities.

In November 1998, the CISC established an ad hoc committee to develop administrative guidelines for CISC.

In July 1999, the ad hoc committee completed its activities and submitted a draft copy of the guidelines to the CISC for its consideration.

The steering committee approved the document and forwarded it to the Commission for appropriate action.

The purpose of these guidelines is to describe the mandate of the CISC and its working groups, its organization and the procedures that will apply to its working groups and ad hoc committees.

The guidelines, based on existing procedures, will provide uniform procedures and guidelines to all the CISC working groups and ad hoc committees. They also establish the operating principles of both the working groups and the CISC itself.

The CISC is currently divided into the following working groups:
. Business Process
. Network
. Network Operations
. Emergency Services 9-1-1
. Canadian Steering Committee on Numbering
. Master Agreement
. Network Security
. Building Access and Inside Wiring

There are also two ad hoc working groups:
. Cable wiring
. Co-location

The Commission hereby initiates a proceeding to consider the CISC administrative guidelines.

In addition, the Commission intends to use the process below to establish a new list of CISC interested parties to replace the list established pursuant to Telecom Public Notice CRTC 96-28.

Parties wishing to comment on the guidelines or who otherwise would like to receive the documentation relating to the work of the CISC must notify the Commission of their intention by writing to the Secretary General, CRTC, Ottawa, Ontario K1A 0N2, or by fax: (819) 953-0795, within 30 days of the date of this public notice. Parties are to indicate in their notice their e-mail address, where available. If parties do not have access to the Internet, they are to indicate in their notice whether they wish to receive disk versions of hard copy filings. The Commission will issue a complete list of parties and their mailing addresses (including e-mail addresses if available), identifying those parties who wish to receive disk versions.

The guidelines and information regarding upcoming meetings of the CISC working groups and related information can be accessed via the Commission web site at http://www.crtc.gc.ca/cisc_e.htm.

Interested parties may file comments on the CISC administrative guidelines with the Commission, serving copies on all other parties, by 10 March 2000.

14.

Parties may file reply comments with the Commission, serving copies on all other parties, by 24 March 2000.

15.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.
