Dear Mr. Mason:

RE: Confirmation - Fulfillment of CLEC Requirements – TELUS Communications Inc.'s Serving Territory – Norigen Communications Inc.

This is in response to a letter from Norigen Communications Inc. ("Norigen") dated 17 April 2000 in which it provided information regarding how it satisfied the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).

Based on the statements made by Norigen in its letter, Commission staff considers that Norigen has met the CLEC requirements set out by the Commission in Decision 97-8. Norigen can provide service as a CLEC, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.

Yours sincerely,

Campbell Laidlaw
Director, Competition Implementation
