RE: Confirmation - Fulfillment of CLEC Requirements – Alberta – Edmonton – Group Telecom Services Corp.

This is in response to a letter from GT Group Telecom Inc., on behalf of Group Telecom Services Corp. ("Group Telecom") dated 22 September 2000 in which it provided information regarding how Group Telecom satisfied the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).

Based on the statements made by GT Group Telecom Inc. in its letter, Commission staff considers that Group Telecom has met the CLEC requirements set out by the Commission in Decision 97-8. Group Telecom can provide service as a CLEC, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
