RE: Confirmation - Fulfillment of CLEC Requirements - Cannect Communications Inc.

This is in response to a letter from Cannect Communications Inc. ("Cannect") dated 19 October 2000 and a subsequent letter dated 17 November 2000 in which it provided information regarding how it satisfied the requirements imposed on Competitive Local Exchange Carriers (CLECs) in Telecom Decision CRTC 97-8, Local Competition, 1 May 1997 (Decision 97-8).

Based on the statements made by Cannect in its letters, Commission staff considers that Cannect has met the CLEC requirements set out by the Commission in Decision 97-8. Cannect can provide service as a CLEC in TELUS Communications (B.C.) Inc.'s operating territory, provided it continues to meet those requirements and complies on an ongoing basis with the Canadian ownership and control regime set out in section 16 of the Telecommunications Act and in the associated regulations.
