Order CRTC 2000-655

Ottawa, 18 July 2000
Bruce Municipal Telephone System introduces a digital subscriber line service
Tariff Notice 80
1. The Commission approves Bruce Municipal Telephone System's (BMTS) request to introduce a digital subscriber line (DSL) service. The Commission however requires that BMTS make available the unbundled elements required for alternate service providers to access the subscriber loop in order to connect their own DSL equipment.
2. The Commission notes that BMTS's application provides third parties with an opportunity to access BMTS's DSL equipment by acquiring from BMTS the appropriate plant facilities required to offer a competitive DSL alternative but it does not provide for third parties to use their own equipment when providing DSL services.
3. The Commission is of the view that BMTS should make the unbundled elements available for third parties to use their own equipment when providing DSL services.
4. Accordingly, BMTS is directed to file for approval, within 30 days, proposed tariffs for the unbundled elements required for alternate service providers to access the subscriber loops in order to connect their own DSL equipment.
5. The Commission received BMTS's application under Tariff Notice 80 on 18 May 2000 to modify Section 900 of its General Tariff.
