Licence renewal for CJAE-FM

1. 9;

The Commission renews the licence for the instructional campus radio programming undertaking CJAE-FM Winnipeg, from 1 March 2001 to 31 August 2004, subject to conditions specified in the licence to be issued, as also set out in Public Notice CRTC 2000-156.

The Commission has renewed the licence for a short term because it wishes to assess at an early date the licensee's compliance with its conditions of licence and the Radio Regulations, 1986 (the Regulations).

The renewal of this licence follows the new Campus radio policy. Among other things, the Commission has removed the requirement to submit a Promise of Performance, revised its expectation related to the structure and continuity of the board of directors and removed stipulations regarding the use of "restricted" advertising, in accordance with the new policy (PN 2000-12).

 

Compliance concerns

During the current licence term, the Commission asked the licensee to submit a self-assessment report for the programming aired by CJAE-FM during the week of 26 March to 1 April 2000. The report revealed that CJAE-FM had broadcast only subcategory 21 music (pop, rock and dance) contrary to its condition of licence requiring that it devote, in each broadcast week, at least:

 
  • 10% of all musical selections to category 3 (traditional and special interest music);
 
  • 25% of its programming to spoken word; and
 
  • 4 hours to formal educational programming that provides academic instruction.

The Commsision has noted the corrective measures that have since been put in place by the licensee.

The Commission reiterates that the licensee must take the necessary measures to ensure that it is in compliance at all times with its conditions of licence and the Regulations.

 

The new licence term

7. 9;

During the new licence term, CJAE-FM must, in accordance with the new campus radio policy, devote in each broadcast week at least 5% of all musical selections broadcast to category 3, 25% of programming to spoken word and 2 hours to formal educational programming that provides academic instruction.

The Commission expects the licensee to implement the initiatives set out in its plan for Canadian talent development and to give effect to the measures designed to encourage the participation of volunteers.

 

Other matters

9. 9;

The Commission considers that campus radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources
