Licence renewal for CIBM-FM and its transmitters CIBM-FM-1 and CIBM-FM-2

The Commission renews the broadcasting licence for CIBM-FM Rivière-du-Loup, and its transmitters CIBM-FM-1 Rivière-du-Loup and CIBM-FM-2 Trois-Pistoles, from 1 September 2001 to 31 August 2005, subject to the conditions specified in the licence to be issued, as also set out in Public Notice CRTC 1999-137.

This four-year term will enable the Commission to assess, at an earlier date, the licensee's compliance with the Radio Regulations, 1986 (the regulations) concerning the broadcast of French-language vocal music.

Compliance concerns

During the current licence term, the Commission requested the logger tapes and other material related to the programming broadcast by CIBM-FM during the week of 25 April to 1 May 1999. The Commission's analysis revealed that, during the week in question, the licensee had not complied with the regulations regarding the broadcast of French-language vocal music.

The Commission has noted the corrective measures that have since been implemented by the licensee.

The Commission reiterates that the licensee must take the necessary measures to ensure that it is in compliance at all times with the regulations.

The Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources (Public Notice CRTC 1992-59).

The Commission has examined the submission filed by the Association québécoise de l'industrie du disque, du spectacle et de la vidéo (ADISQ) regarding this licence renewal application.
