Decision CRTC 2001-614

Ottawa, 1 October 2001

Fairchild Radio (Calgary FM) Ltd.
Calgary, Alberta 2001-0645-2

Application processed by
Public Notice CRTC 2001-91
dated 8 August 2001

New SCMO service in East Indian languages

1.

The Commission approves the application to amend the broadcasting licence for CHKF-FM Calgary, by adding a condition of licence authorizing the licensee to use a subsidiary communications multiplex operations (SCMO) channel for the broadcast of programming that is predominantly in the East-Indian languages of Punjabi, Hindi, Urdu and other East-Indian languages. Programming broadcast using an SCMO channel is not receivable on standard radio equipment, and requires use of a special receiver.

2.

The Commission's policy regarding services using the SCMO channel of FM stations is set out in Public Notice CRTC 1989-23 dated 23 March 1989 entitled Services using the vertical blanking interval (television) or subsidiary communications multiplex operation (FM). The licensee is expected to adhere to the guidelines set out in Appendix A to that public notice.

3.

As stated in the above-noted policy, the Commission would be concerned if such a service were to have a negative impact on existing local conventional ethnic broadcasters. No such broadcaster opposed this application. The Commission is satisfied that this approval will not cause undue negative impact on existing local conventional ethnic radio stations.
