Ottawa, 11 January 2001

The Commission has received the following applications:

1.

ACROSS CANADA

Application (2000-2176-7) by STAR CHOICE TELEVISION NETWORK INC. (STAR CHOICE) to amend the broadcasting licence of the national direct-to-home (DTH) satellite distribution undertaking, to allow the undertaking to provide service to multiple unit dwellings (MUDs) such as condominiums and apartment buildings, through the use of a variety of technologies including terrestrial distribution techniques (land lines).

It should be noted that currently the terms of licence of the existing Star Choice direct-to-home (DTH) satellite distribution undertaking do not allow Star Choice to serve multiple unit dwellings (MUDs) where distribution facilities cross property lines, public streets or highways.

2.

MONTRÉAL, Quebec

Applications (2000-2048-8, 2000-2049-6) by STANDARD RADIO INC.

The licences for CJAD and CJFM-FM Montréal are currently subject to a condition of licence requiring each station to make an annual payment of $8,000 to MusicAction.

The licensee has applied to change this condition so that each station would be able to direct the annual payment to local Canadian talent development initiatives.

The proposed condition of licence for each of CJAD and CJFM-FM's licence would read:

It is a condition of licence that the licensee make an annual payment of $8,000 to support local Canadian talent development initiatives.

Eligible Canadian talent development initiatives will be those set out in Public Notice CRTC 1990-111.

Under the priority carriage rules contained in the Broadcasting Distribution Regulations, Rogers is required to carry both CKCO-TV (CTV affiliate) Kitchener and CFTO-TV (CTV affiliate) Toronto, on both of the cable systems serving the communities noted above.

These two applications request, that for each of the two cable systems, Rogers be relieved, by condition of licence, of the requirement to carry the Toronto station, because the Kitchener station offers virtually the same programming, except for primarily local news programming.
