Residential and business primary exchange services

The Commission received an application from Amtelecom Inc. (Amtelecom), dated 28 March 2002, and amended on 15 July 2002, to revise General Tariff item 100.3, Exchange Service, in order to increase the monthly rates for residential and business primary exchange services by a total of 2.64%. The total rate adjustment includes an inflation factor of 1.24% and an exogenous factor, associated with the National Contribution Fund, of 1.4%.

Amtelecom stated that the proposed modifications are consistent with Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756).

The Commission notes that in Decision 2001-756, it determined that, in the absence of any exogenous factors, the rates for residential and business primary exchange services would be permitted to increase each year by no more than inflation. At the same time, the Commission determined that the small incumbent local exchange carriers required to contribute to the National Contribution Fund would be able to recover the revenue-percentage charge on capped services through an exogenous adjustment.

By letter dated 25 April 2002, the Commission advised Amtelecom that, based on the financial information it provided, it was required to contribute to the National Contribution Fund. Consequently, the Commission finds that the proposed revisions are in accordance with Decision 2001-756.

The Commission received no comments with respect to the application.

The Commission approves Amtelecom's application. The revisions take effect as of the date of this order.

Amtelecom is to issue revised tariff pages forthwith to reflect these changes.
