Canadian Alliance of Publicly-Owned Telecommunications Systems

Interconnection agreement with Bell Canada

1.

The Commission received an application by the Canadian Alliance of Publicly-Owned Telecommunications Systems (CAPTS), on behalf of Dryden Municipal Telephone System, Kenora Municipal Telephone System and Thunder Bay Telephone (the CAPTS members), dated 16 September 2002, for approval of individual CAPTS members' executed Appendices 14, ITC Bell IXC Project Cost Recovery, between Bell Canada and each of the CAPTS members. These appendices will form part of each of the CAPTS' members' Interconnection agreement with Bell Canada approved in Telecom Order CRTC 94-307, 30 March 1994.

ITC Bell IXC refers to a project to effect the network and operational changes associated with the transfer of the toll customer care and, billing and collection functions from each CAPTS member to Bell Canada. Appendix 14 provides the terms and conditions under which Bell Canada agrees to provide compensation to the CAPTS' members for the performance of specific activities within the project's parameters, including the costs associated with system modifications, billing or otherwise, and other costs related to the transfer of these functions to Bell Canada.

The Commission received no comments with respect to the application.

The Commission approves CAPTS' application.
