Introduction of optical central office link arrangements |

The Commission received an application by TELUS Communications Inc. (TCI) dated 2 October 2002. TCI proposed to revise its amalgamated Carrier Access Services Tariff item 24, Central Office Link Arrangements for Interconnecting Canadian Carriers, to introduce optical central office link arrangements for use by co-located competitors. |

On 28 October 2002, the Commission addressed an interrogatory to TCI with respect to Tariff Notice (TN) 63 and received TCI's response on 12 November 2002. |

The Commission has received a comparable application from Bell Canada under TN 6621, dated 18 October 2001, in which Bell Canada proposed to permit co-located competitors to connect their equipment with Bell Canada's at OC-3 and OC-12 transmission speeds. |

In Telecom Public Notice CRTC 2002-4, Competitor Digital Network Access service proceeding, 9 August 2002, as amended by letters dated 17 September 2002, 20 September 2002 and 9 November 2002 (the CDNA proceeding), the Commission determined that it would consider Bell Canada TN 6621 in the context of the CDNA proceeding given its relevance to the final definition of the CDNA service. |

Accordingly, the Commission determines that TCI TN 63 will be considered in the CDNA proceeding and the record associated with TN 63 will form part of the CDNA proceeding. |
