Telecom Order CRTC 2002-57

Ottawa, 30 January 2002

CRTC denies TCI application to amalgamate certain tariff items

Reference: TELUS Communications Inc. tariff notice 18

1.

On 6 November 2001, TELUS Communications Inc. (TCI) filed tariff notice 18 to request approval of the amalgamation of the former TCI General Tariff item 310 - Toll Restriction Services, with TCBC General Tariff item 161 - Call Guardian. The two services would be amalgamated into TCI General Tariff item 306 - Call Guardian.

2.

The amalgamation of these tariff items as proposed by TCI would result in a price increase for Alberta business customers and a price decrease for British Columbia business customers.

3.

The Commission notes that, under the current price cap regime, the two services that TCI has proposed for amalgamation are classified as services with frozen rates.

4.

The price cap regime is currently under review. A decision on the terms and conditions of a new price cap regime for TCI and other telephone companies is pending.

5.

Accordingly, the Commission considers it inappropriate at this time to approve the amalgamation of the two tariff items as proposed by TCI.

6.

In light of the above, the Commission denies the application.
