Amalgamation of local number portability - Access to service control point

1.

The Commission received an application by TELUS Communications Inc. (TCI), dated 19 February 2003 and amended on 14 March 2003, to add item 208, Local Number Portability (LNP) - Access to Service Control Point (SCP), to its Carrier Access Tariff (CAT).

LNP - Access to SCP enables a service provider to utilize TCI's LNP SCP database for the purpose of completing a local number portability query or a 10 digit global title translation (10D GTT).

TCI also proposed to:

· amalgamate, under CAT item 208, the former TCI CAT item 265 and TELUS Communications (B.C.) Inc. (TCBC) CAT item 115.

· align the rates, terms and conditions for the provision of LNP - Access to SCP service in the company's serving territories of Alberta and British Columbia.

On 14 March 2003, the company filed an amendment to Tariff Notice 83 to reformat certain provisions in the conditions of service.

The Commission received no comments with respect to the application.

The Commission notes that TCI has proposed to apply the usage charge associated with a LNP query or a 10D GTT on a per transaction basis. The former TCI CAT item 265 and TCBC CAT item 115 specified that the usage charge associated with a LNP query and a 10D GTT applied on a per completed query basis.

The Commission notes that TCI did not provide any justification for the proposed change. Accordingly, the Commission considers that it would be appropriate for TCI to continue to apply the usage charge in the same manner that it was previously applied.

In light of the above, the Commission approves TCI's application, subject to the company incorporating the amendments identified below:

· in the rate table associated with item 208.3.3, LNP query or 10D GTT, replace the phrase "per transaction" with "each completed query".

The Commission directs the company to issue, forthwith, revised tariff pages incorporating the modification set out in the order. The revisions take effect as of the date of this order.
