Execulink Telecom Inc.

Residential and business primary exchange services

The Commission received an application by Execulink Telecom Inc. (Execulink Telecom), dated 27 March 2003, to revise item 4.03, Exchange Service - General, under section 100 of its General Tariff, in order to increase the following monthly rates:

- residential individual line service from $25.15 to $25.53;
- business individual line service from $51.06 to $51.83;
- business PABX trunk service (Port Franks) from $36.43 to $36.98; and
- business PABX trunk service (Thedford) from $34.16 to $34.67.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission assigned residential primary exchange service (PES) to the first service basket and business PES, including both single and multi-line, to the second service basket.

The Commission determined, in Decision 2001-756, that in the absence of any exogenous factors, the rates for residential and business PES would be permitted to increase each year by no more than inflation.

The Commission also determined, in Decision 2001-756, that the Gross Domestic Product Implicit Chain Price Index (GDP-PI) published by Statistics Canada was to be used by the small incumbent local exchange carriers and directed that the GDP-PI inflation factor be measured using year-to-year changes for the purposes of calculating of inflation factors.

The Commission notes that Execulink Telecom utilised an inflation rate of 1.507% in the calculation of its permissible rate increases. The Commission also notes that the GDP-PI inflation factor to be used for the purposes of calculating the permissible rate increases due to inflation, for the year 2002, is 1.13%. Accordingly, the Commission considers that the increases proposed by Execulink Telecom for its PES should be reduced to reflect an inflation rate of 1.13%.

In light of the above, the Commission approves a monthly rate of $25.44 for residential individual line service, $51.65 for business individual line service, $36.86 for business PABX trunk service (Port Franks) and $34.56 for business PABX trunk service (Thedford). The revisions take effect as of the date of this order.

Execulink Telecom is to issue revised tariff pages forthwith to reflect these changes.
