Multi-element service and diagnostic maintenance charges

1.

The Commission received an application by Wightman Telecom Ltd. (Wightman) dated 11 July 2003, to revise General Tariff item 2, Multi-Element Service Charges, under section 110 and item 3, Diagnostic Maintenance Charge, under section 850 of its General Tariff in order to:
  a) increase the service charges for the following residential multi-element
    services:
 

· administration from $20 to $25;

 

· line connection from $20 to $25;

 

· premise visit from $10 to $15; and

 

· premise work from $10 to $15;

  b) increase the service charges for the following business multi-element
    services:
 

· administration from $30 to $35;

 

· line connection from $30 to $35;

 

· premise visit from $15 to $20; and

 

· premise work from $15 to $20;

  c) standardize and increase the diagnostic maintenance charge for each of
    their six exchanges, from $25 or $35 to $55; and
  d) eliminate its Inspection and Modification charge of $8.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission assigned the services in question to the fourth price cap service basket. In that decision, the Commission determined that rates for such services would generally be permitted to increase up to any already approved rate for the same service.

The Commission finds that the proposed rates for multi-element service charges and diagnostic charges were previously approved by the Commission for the same services provided by other companies.

The Commission finds that Wightman's proposed rate increases are in accordance with the Commission's determinations in Decision 2001-756,.

6.

The Commission approves Wightman's application. The revisions take effect as of the date of this order.

7.

Wightman is to issue revised tariff pages forthwith to reflect these changes.
