Wightman Telecom Ltd.

Intra-exchange distance charges

1.

The Commission received an application by Wightman Telecom Ltd. (Wightman), dated 6 August 2003, to revise item 2.03, Intra-Exchange Distance Charges, under section 260 of its General Tariff in order to:
 

· increase the monthly charge for an initial ¼ mile voice-grade and teletype-grade
  channels from $3.50 to $22.00; and

 

· increase the monthly charge for an additional ¼ mile voice-grade and
  teletype-grade channels from $1.25 to $3.30.

Wightman also proposed to withdraw two-point voice-grade local channels and
multi-point voice-grade local channels service offerings and to grandfather existing service to customers with local channels on different properties. Wightman submitted that it will continue to offer teletype-grade local channels, both two-point and multi-point, to provide various types circuits such as alarm and signalling circuits for customers.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission grouped services into four separate service baskets each with their own pricing constraints. The Commission notes that intra-exchange distance charges had been assigned to the fourth basket rates where rates for these services are generally permitted to increase up to any already approved rate for the same service.

The Commission finds that the proposed rates for the Intra-Exchange Distance Charges were previously approved by the Commission for the same services for Bell Canada in Telecom Order CRTC 95-649, 7 June 1995.

The Commission finds that Wightman's proposed rate increases are in accordance with the Commission's determinations in Decision 2001-756.

The Commission approves Wightman's application. The revisions take effect as of 1 October 2003.

Wightman is to issue revised tariff pages forthwith to reflect these changes.
