Very low-power religious radio programming undertaking in Abbotsford

1.

The Commission approves the application by Trinity Lutheran Church for a broadcasting licence to operate a very low-power English-language FM religious radio programming undertaking in Abbotsford, British Columbia. The station will operate at 88.7 MHz (channel 204VLP) with an effective radiated power of 3.6 watts.

The station will broadcast, on a year-round basis, five hours per week of religious programming consisting of worship services, special mission or charity presentations and other similar religious celebrations. The new station will not broadcast commercial messages.

The Commission emphasizes that the licensee must not broadcast the programming of any other programming undertaking.

The Commission did not receive any interventions in connection with this application.

The licence will expire 31 August 2010 and will be subject to the conditions set out in the appendix to this decision.

The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, no licence may be issued until the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.

Given that the technical parameters approved in this decision are for a very low-power unprotected FM service, the Commission also reminds the licensee that it will have to select another frequency if the Department so requires.

Furthermore, the licence for this undertaking will be issued once the licensee has informed the Commission in writing that it is prepared to commence operations. The undertaking must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 16 April 2006. In order to ensure that such a request is processed in a timely manner, it should be submitted at least 60 days before this date

Conditions of licence

  1. The licensee shall broadcast programming consisting solely of religious services, with the exception of programs or program segments produced by it for the purpose of ensuring balance on matters of public concern. Such programs or program segments shall also comply with the guidelines set out in section III.B.2a) of Religious Broadcasting Policy,Public Notice CRTC 1993-78, 3 June 1993 (Public Notice 1993-78).
  2. The licensee shall adhere to the guidelines on ethics for religious programming set out in section IV of Public Notice 1993-78, regarding tolerance, integrity, social responsibility and solicitation of funds.
  3. The licensee shall not solicit or broadcast commercial messages.
