The Canadian Documentary Channel - Licence amendment

  The Commission approves an application to amend the licence for The Canadian Documentary Channel by adding to the list of program categories that may be broadcast by the service.
 

The application

The Commission received an application by YTV Canada Inc. and the Canadian Broadcasting Corporation (the general partners), and 3366341 Canada Inc., Barna-Alper Productions Inc., CineNova Productions Inc., National Film Board of Canada and Omni Film Productions Ltd. (the limited partners) carrying on business as The Canadian Documentary Channel Limited Partnership, to amend the licence for the national, English-language Category 1 specialty television service known as The Canadian Documentary Channel in order to add category 14 (Infomercials, promotional and corporate videos) to the list of categories from which the licensee may draw its programming.

The Commission did not receive any interventions in connection with this application.

 

The Commission's analysis and determination

In The Canadian Documentary Channel - a new specialty channel, Decision CRTC 2000-455, 14 December 2000, the Commission imposed the following condition of licence defining the nature of service that The Canadian Documentary Channel could provide:
 

The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990:

 

2a Analysis and interpretation

 

2b Long-form documentary

 

3 Reporting and actualities

 

7c Specials, mini-series, made-for-TV feature films

 

7d Theatrical feature films aired on TV

 

7g Other drama

 

12 Interstitials

 

13 Public service announcements (PSAs)

The Commission notes that most specialty services are authorized to broadcast programming from category 14, and finds no reason not to allow such programming to be broadcast by The Canadian Documentary Channel. Accordingly, the Commission approves the application by the general partners and the limited partners to amend The Canadian Documentary Channel's condition of licence 1(a) to read as follows:
 

The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990:

2b Long-form documentary

 

3 Reporting and actualities

 

7c Specials, mini-series, made-for-TV feature films
