Local network interconnection and component unbundling

The Commission received an application by Aliant Telecom Inc. (Aliant Telecom), dated 25 May 2004, to revise General Tariff items 646.3(b)(i) and (ii), Local Network Interconnection and Component Unbundling, in order to provide a seven-hour mean time to repair (MTTR) option, pursuant to the directives set out in Call-Net's request for an order requiring incumbent local exchange carriers to file a tariff for four-hour mean time to repair on local loops, Telecom Decision CRTC 2004-19, 22 March 2004 (Decision 2004-19).

The seven-hour MTTR option offers a competitive local exchange carrier (CLEC) who is providing T1 service using a combination of a leased local loop and CLEC-provided equipment with a seven-hour repair interval from the start of co-ordinated testing between the incumbent local exchange carrier and the CLEC. The seven-hour MTTR option is available if the leased local loop is proven to be defective and where spare loops similar in nature can be provided.

The Commission received no comments with respect to the application. The Commission considers that the proposed revisions comply with the directives set out in Decision 2004-19.

The Commission approves Aliant Telecom's application. The revisions take effect as of the date of this order.
