MTS Allstream Inc.

CLEC - General tariff

1.

The Commission received an application by MTS Allstream Inc. (MTS Allstream), dated
18 August 2004 and amended on 7 October 2004, to revise its General Tariff in order to reflect the change of company name from Allstream Corp. to MTS Allstream Inc. In its application, MTS Allstream has also revised its interconnection rates to reflect the rates that were in effect for the incumbent local exchange carriers (ILECs) as of 1 June 2004, pursuant to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.

MTS Allstream requested that the rates take effect as of 1 June 2004.

The Commission received no comments with respect to the application.

In Local competition, Telecom Decision CRTC 97-8, 1 May 1997, the Commission determined that it was in the public interest to require competitive local exchange carriers (CLECs) to provide interconnection to all IXSPs and WSPs, at terms and conditions that were equivalent to those contained in the ILECs' tariffs. The Commission required all CLECs to file proposed tariffs for interconnection, justifying any departure from the terms and conditions contained in the ILECs' tariffs.

The Commission notes that the proposed rates conform to ILECs rates that were effective 1 June 2004.

Accordingly, the Commission approves MTS Allstream's name change as of the date of this Order. The revised rates are approves on an interim basis with an effective date of 1 June 2004.
