The Commission received an application by Bell Canada, dated 2 February 2004, to revise General Tariff item 685, KeyPak, in order to modify the naming of KeyPak High Speed 1.5 Mbps and 3.0 Mbps to KeyPak High Speed and KeyPak High Speed Ultra, respectively, to accommodate a planned change to download access speeds for Internet Access included in KeyPak. |

Bell Canada submitted that it currently offers standalone high speed Internet service to business and residence customers through Sympatico. The company further submitted that its business portfolio offers high speed Internet access as part of the KeyPak bundle using the same Internet platform as for its retail Sympatico services. In addition, Bell Canada stated that as all of those customers share the same Internet access service infrastructure, any changes affecting the provision of one service will impact them all. |

Bell Canada also indicated that it is planning to increase the download speed for its Sympatico customers to add better value at no additional cost to its customers. |

The Commission received no comments with respect to the application. |

The Commission approves Bell Canada's application. The revisions take effect as of the date of this order. |
