  Application by Rogers SportsNet Inc. to amend the licence of the national specialty programming undertaking known as SportsNet.
  The licensee proposes to make Sportsnet available for distribution in high definition format. The programming would be the same as that of the analog version of the service.
  In The regulatory framework for the distribution of digital television signals, Broadcasting Public Notice CRTC 2003-61, 11 November 2003, the Commission, at paragraph 67, stated the following:
 

The Commission will permit the licensee of a Canadian pay or specialty service to make available for distribution an upgraded version of the service, provided that not less than 95% of the video and audio components of the upgraded and analog versions of the service are the same, exclusive of the commercial messages and of any part of the service carried on a subsidiary signal. The Commission will authorize such an upgraded version by means of an amendment to the licence of the corresponding analog service.

  Application by S.S.TV Inc. to amend the licence of the national ethnic Category 2 specialty programming undertaking known as S.S.TV.
  The licensee proposes to amend the conditions of licence relating to the languages of its programming. These conditions currently specify that, during each broadcast week:
 

- No less than 50% of all programming shall be in Punjabi,
- No more than 25% of all programming shall be in Hindi, and
- No more than 25% of all programming shall be in English.

  The licensee proposes to replace these conditions by the following conditions:
 

- No less than 50% of all programming shall be in Punjabi,

 

- No more than 38% of all programming shall be in Hindi,

 

- No more than 7% of all programming shall be in Urdu, and

 

- No more than 5% of all programming shall be in English.

  The licensee proposes to add a low-power FM transmitter atKingston to broadcast the programming of CFFX, in order to improve the quality of its signal in the downtown core area of Kingston.
  The applicant states that the population in the core downtown area, and in areas adjacent to it are experiencing drops in signal volume and interference. According to the applicant the addition of an FM transmitter is the most economical way to improve the signal deficiencies of CFFX.
  The transmitter would operate on frequency 93.7 MHz (channel 229LP) with an effective radiated power of 50 watts (non-directional antenna /antenna height of 48.8 metres).
