CITA-FM Moncton - Licence renewal

1.

The Commission renews the broadcasting licence for the specialty (Christian music) FM radio programming undertaking CITA-FM Moncton, from 1 September 2005 to 31 August 2012.

The Commission received one intervention in support of this application.

The licensee is a not-for-profit corporation and accordingly CITA-FM is not a commercial radio station as defined in the Radio Regulations, 1986. The licence will, however, be subject to conditions numbers 1, 3, 4, 6, 7 and 8 set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999, as well as to the following conditions of licence:
 
  • The station shall be operated within the Specialty format as defined in A Review of Certain Matters Concerning Radio, Public Notice CRTC 1995-60, 21 April 1995, as amended from time to time.
 
  • During each broadcast week, at least 95% of all musical selections broadcast shall be drawn from subcategory 35 (non-classic religious).
 
  • During each broadcast week, at least 20% of all Category 3 musical selections (Special interest) broadcast shall be Canadian selections.
 
  • The licensee shall not broadcast commercial messages.
 
  • During each broadcast week, no more than 2% of all musical selections broadcast shall be hit material as defined in Revised Policy on the Use of Hits by English-Language FM Radio Stations, Public Notice CRTC 1997-42, 23 April 1997, as amended from time to time.
 
  • The licensee shall broadcast only local programming as defined in Policies for local programming on commercial radio stations and advertising on campus stations, Public Notice CRTC 1993-38, 19 April 1993, as amended from time to time.
 
  • The licensee shall adhere to the guidelines on ethics in religious programming as set out in section IV of Religious Broadcasting Policy, Public Notice CRTC 1993-78, 3 June 1993, as amended from time to time.
