CHQX-FM Prince Albert and its transmitters - Licence renewal

1.

The Commission renews the broadcasting licence for the commercial radio programming undertaking CHQX-FM Prince Albert and its transmitters CHQX-FM-1 Waskesiu Lake and CHQX-FM-2 La Ronge, from 1 September 2005 to 31 August 2012.

The Commission did not receive any interventions in connection with this application.

The Commission notes the licensee's commitment that, during each broadcast week, and between 6:00 a.m. and 6:00 p.m. Monday to Friday, it would devote a minimum of 40% of all Category 2 musical selections broadcast to Canadian musical selections. This level exceeds the 35% Canadian content for category 2 music required by the Radio Regulations, 1986. The Commission encourages the licensee to achieve this 40% level.

The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999.

In CHQX-FM Prince Albert - New FM transmitter in La Ronge, Broadcasting Decision CRTC 2005-122, 5 April 2005, the Commission approved an application by Rawlco Radio Ltd. to amend the broadcasting licence for CHQX-FM, in order to operate an FM transmitter in La Ronge to rebroadcast the programming of CHQX-FM. That authority has not yet been implemented.

The Commission reminds the licensee that the Department of Industry (the Department) has advised the Commission that, while the application to add a transmitter at La Ronge is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, the authority for the transmitter at La Ronge will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.

The Commission also reminds the licensee that the transmitter at La Ronge must be operational at the earliest possible date and in any event no later than 5 April 2007, unless a request for an extension of time is approved by the Commission before that date. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.

Because this licensee is subject to the Employment Equity Act and files reports concerning employment equity with theDepartment of Human Resources and Skills Development, its employment equity practices are not examined by the Commission.
