Approval of CISC operational support systems working group report on CLEC access to ILEC OSS

In Competitive local exchange carrier access to incumbent local exchange carrier operational support systems, Telecom Decision CRTC 2005-14, 16 March 2005 (Decision 2005-14), the Commission directed Bell Canada and TELUS Communications Inc. to develop and implement competitive local exchange carrier (CLEC) access to certain of their operational support systems (OSS) within a one-year period. The Commission found that Aliant Telecom Inc., MTS Allstream Inc., and Saskatchewan Telecommunications would only be required to develop and implement CLEC access to their OSS once a CLEC indicated its willingness, by signing an agreement of intent, to access their respective OSS databases.

As a preliminary step, the Commission directed the OSS working group (OSWG) of the CRTC Interconnection Steering Committee (CISC) to develop and present to the Commission, within two months of the date of Decision 2005-14, industry-wide standard formats and protocols for the exchange of OSS information between incumbent local exchange carriers (ILECs) and CLECs. The Commission indicated that any non-consensus items should be presented separately, thereby enabling the industry to begin development and implementation of CLEC access to ILEC OSS, while the Commission dealt with non-consensus items on an expedited basis.

On 16 May 2005, the OSWG filed CLEC Access to ILECs' Operational Support System (the Report) with the Commission. The Commission notes that the Report indicates that:
 
  • The OSWG members reached agreement on almost all issues and agreed to work to resolve any outstanding differences;
 
  • If the OSWG members can not reach agreement on the outstanding issues, the OSWG will file a non-consensus report with the Commission, within 5 weeks of the date of the Report; and,
 
  • The OSWG does not anticipate that ongoing work on these issues will impact the one-year implementation timeline.

The Commission commends the OSWG members for reaching mutually agreeable solutions to difficult issues under significant pressure and a tight deadline. The Commission encourages the OSWG members to continue co-operating and working diligently towards implementing CLEC access to ILEC OSS within the prescribed timeframe.

Based on its review, the Commission approves the Report as submitted.

The Commission notes, however, that the Report indicates that some issues will be finalized as the design and implementation process progresses. As a result, the Commission requires the OSWG to provide quarterly update reports, starting 15 July 2005, to the Commission via CISC.
