  Application by The Family Channel Inc. for a licence to operate a Category 2 national English-language specialty programming undertaking to be known as Boyz Own.
  The applicant states that the programming will consist of programming dedicated to serving the distinct entertainment and information needs of boys aged 8 to 13 years.
  The applicant shall provide informative and entertaining programming that is sensitive to the development, education and needs of young boys. Programming on the service will focus on issues unique to boys 8-13, including interests and activities such as action/adventure, outdoor themes, extreme sports and video games.
  The applicant proposes to offer programming from the following categories: 2(a), 5(b), 6(b), 7(a), 7(b), 7(c), 7(d), 7(e), 7(f), 8(b), 10, 11, 12, 13 and 14 as set out in Schedule I of the Specialty Services Regulations, 1990.
  The applicant proposes the following conditions of licence to limit competitiveness:
 

a) No more than 10% of all programming broadcast during the broadcast week shall be drawn from category 6b (amateur sport) and no live coverage of sporting events.

 

b) No more than 10% of all programming broadcast during the broadcast week shall be drawn from category 8b (music video clips) and no live coverage of musical events.

 

c) No more than 15% of all programming broadcast during the broadcast week shall be drawn from Category 7d (feature films).

 

d) No more than 25% of all programming broadcast during the broadcast week shall be drawn from Category 7e (animation) of which 10% will be sourced from Family's pay television programming undertaking (Family Channel).

 

e) No more than 50% of all programming broadcast during the broadcast week shall be drawn from category 7.

  Application by TVA Group Inc. for a licence to operate a French-language transitional digital television programming undertaking associated with its existing TV station CFTM-TV in Montreal.
  In Public Notice CRTC 2001-62, the Commission urged broadcasters to provide digital coverage that matches their current analog coverage (within the constraints of Industry Canada's allotment plan), and to maintain their existing analog coverage in full during the transition period.
  The Commission notes that TVA Group Inc. will provide digital television coverage to only part of the greater Montreal area during the transition period. The applicant indicates that the choice of these parameters is temporary and motivated on the one hand by the proportion of the audience served by Vidéotron ltée and on the other hand by the technical difficulties and enormous cost of the installation on Mount Royal.
  The applicant indicates that after the transition period it fully intends to transfer its digital television service to the channel and location currently used by the National Television Standards Committee (NTSC) service and to achieve equivalency in the areas served.
  The new station would operate from a tower located on the roof of the TVA studio on channel 59VU with an average effective radiated power of 6,140 watts (maximum effective radiated power of 10,000 watts/antenna height of 41.9 metres).

  Application by Fawcett Broadcasting Limited to convert radio station CKDR-5 Red Lake from the AM band to the FM band.
  The new station would operate on frequency 97.1 MHz (channel 246A1) with an effective radiated power of 430 watts (non-directional antenna/antenna height of 45.8 metres).
  The new FM station would continue to operate CKDR-4 Ear Falls transmitter under the presently authorized technical parameters, namely, on frequency 1450 kHz with a transmitter power of 40 watts.
  The new FM station will maintain its current Adult Contemporary music format.
  The applicant is not proposing a simulcast period and therefore is requesting, pursuant to sections 9(1)(e) and 24(1) of the Broadcasting Act, the revocation of the licence of CKDR-5 effective upon implementation of the new station.
  The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least twenty days prior to the hearing, that it is technically acceptable.

  The new station would operate on frequency 97.1 MHz (channel 246A1) with an average effective radiated power of 560 watts (maximum effective radiated power of 1,250 watts/antenna height of 53.3 metres).
  The new FM station would continue to operate CKDR-1 Ignace, CKDR-3 Hudson and CKDR-6 Atikokan transmitters under the presently authorized technical parameters. The transmitter in Ignace would operate on frequency 1340 kHz with a transmitter power of 50 watts. The transmitter in Hudson would operate on frequency 1450 kHz with a transmitter power of 40 watts, and the transmitter in Atikokan would operate on frequency 1240 kHz with a transmitter power of 50 watts.
  The new FM station will maintain its current Adult Contemporary music format.

  Application by CanWest MediaWorks Inc. (CanWest) and Prime Television Holdco Inc. (Prime TV Holdco), partners in a general partnership carrying on business as Prime TV (Prime TV GP), on behalf of Rogers Communications Inc. (RCI), to acquire a 33.3% partnership interest in Prime TV GP. The current partners of Prime TV GP, CanWest and Prime TV Holdco, are authorized to operate the national, English-language, specialty television service approved in Decision CRTC 96-604, 4 September 1996 and renewed in Broadcasting Decision CRTC 2004-18 (Decision 2004-18), 21 January 2004. Following this transaction, RCI will become partner with CanWest in Prime TV GP, with their respective partnership interest of 33.3% and 66.7%.
  The applicant is also requesting a new licence to be issued to CanWest and RCI, partners in Prime TV GP, under the terms and conditions set out in Decision 2004-18.

  A true copy must be sent to the applicant and proof that this has been done must accompany the intervention sent to the Commission.
  The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.
  Before initiating service through electronic mode, please ensure that you will be able to satisfy the Commission, upon request, that service of the notification was completed.
