Call for comments on requests from the Canadian Cable Telecommunications Association for the addition of non-Canadian services to the lists of eligible satellite services for distribution on a digital basis

The Commission has received requests from the Canadian Cable Telecommunications Association (CCTA) for the addition of five third-language services to the lists of eligible satellite services for distribution on a digital basis (the digital lists).

By letter dated 16 February 2005, the CCTA requested that the Commission add Radio Television Portugal International (RTPi), New Tang Dynasty Television (NTDTV) and Phoenix North American Chinese Channel (Phoenix) to the digital lists. The CCTA described these services as follows:
 

RTPi: RTPi is the international television network of Radiotelevisao Portuguesa, SA, Portugal's public broadcasting company. The RTPi service consists of diverse, general interest, Portuguese-language programming, including news and current affairs, drama, sports and music.

 

NTDTV: NTDTV is an independent, non-profit, Chinese-language television network with its headquarters in New York City. Its programming is more than 90% Mandarin, and includes world news, arts and entertainment, variety shows and documentary/educational programs.

 

Phoenix: Phoenix features high quality programming that caters to Chinese communities in North America, providing news and entertainment television from Hong Kong, China, Taiwan and other countries in the Asian Pacific region. The channel broadcasts primarily in Mandarin. Content includes drama series, music, talk shows, current affairs, lifestyle shows, infotainment and locally produced programs.

By letter dated 23 February 2005, the CCTA requested that the Commission add TV Globo Internacional (TV Globo) to the digital lists. The CCTA described the service as follows:
 

TV Globo: TV Globo is a 24-hour general interest channel in the Portuguese language targeted at the Brazilian and Portuguese community abroad. TV Globo programming includes tele-novelas, live news, variety programming, talk shows, documentaries and sports (soccer and live events).

By letter dated 12 April 2005, the CCTA requested that the Commission add PTV-Prime USA (PTV) to the digital lists. The CCTA described PTV as follows:
 

PTV: PTV is a 24-hour family-oriented channel in the Urdu language targeted to South Asian communities residing in North America. PTV's diverse programming from Pakistan includes dramas, sitcoms, music, news, documentaries and religious segments.

In Improving the diversity of third-language television services - A revised approach to assessing requests to add non-Canadian third-language television services to the lists of eligible satellite services for distribution on a digital basis, Broadcasting Public Notice CRTC 2004-96, 16 December 2004 (Public Notice 2004-96), the Commission set out its revised approach to the assessment of requests to add non-Canadian third-language television services to the digital lists, as well as specific information that Canadian sponsors must file in support of their requests. The Commission will assess the CCTA's requests in light of the approach set out in Public Notice 2004-96.
 

Call for comments

The Commission calls for comments on the CCTA's requests for the addition of the above-noted services to the digital lists. Parties submitting comments on the requests should also submit a true copy of their comments to the Canadian sponsor, the CCTA, at the following address:

Proof that comments have been sent to the CCTA must accompany the original version of the comments sent to the Commission.

Comments on the CCTA's requests must be received by the Commission no later than 23 June 2005. A copy of the comments must be received by the CCTA no later than the deadline for receipt of comments by the Commission.

The CCTA may file a written reply to any comments received concerning its request. This reply should be filed with the Commission, and a copy sent to the party who submitted the comments, by no later than 8 July 2005.

The Commission will not formally acknowledge comments. It will, however, fully consider all comments and they will form part of the public record of the proceeding, provided that the procedures for filing set out below have been followed.

The Commission will make comments filed in electronic form available on its web site at www.crtc.gc.ca but only in the official language and format in which they are submitted. Such comments may be accessed in the Public Proceedings section of the CRTC web site. Copies of all comments, whether filed on paper or in electronic form, will also be placed on the public examination file.

15.

The Commission encourages interested parties to monitor the public examination file and the Commission's web site for additional information that they may find useful when preparing their comments.
