RE:   Part VII applications by Bell Canada and TELUS Communications Inc. regarding a Request for Proposals by Public Works and Government Services Canada (PWGSC) for Converged Network Services (CNS)

On 27 March 2006, the Commission received comments from MTS Allstream Inc. (MTS Allstream) with respect to Part VII applications filed by TELUS Communications Inc. (TCI) and Bell Canada (Bell Canada), dated 24 February and 7 March 2006 respectively, regarding a recently concluded tendering process for the provision of Converged Network Services to the Government of Canada that was conducted by Public Works and Government Services Canada (PWGSC) and which resulted in the award of the contract to MTS Allstream.

MTS Allstream is requested to provide its response to the attached questions by 24 April 2006

ATTACHMENT

  1. Provide schematic diagrams identifying all individual service elements and demarcation points included in MTS Allstream's service solution for the provision of circuit numbers 23 and 289.   The response should include the services identified in paragraph 26 of MTS Allstream's comments.
  2. For each service element identified above in question 1, provide a description.
  3. For comparative purposes, explain, in detail, the differences between MTS Allstream's service solution identified above in question 1 for circuit numbers 23 and 289 and a service solution for circuit numbers 23 and 289 configured using Digital Network Access and interexchange Digital Private Line services.
