Follow-up to Review of regulatory framework for Northwestel Inc., Telecom Public Notice CRTC 2006-1, 17 January 2006 - Interim residential and business service rate increases

1.

In Review of regulatory framework for Northwestel Inc., Telecom Public Notice CRTC 2006-1, 17 January 2006, the Commission initiated a proceeding to review the regulatory framework for Northwestel Inc. (Northwestel). The new framework will enter into effect in 2007.

2.

In its submission dated 20 March 2006, Northwestel proposed, among other things, rate changes to various services to be effective 1 January 2007. Included was a proposal by the company to increase Individual Line Residential Primary Exchange Service rates by $2.00 per month, and Individual Line Business Primary Exchange Service rates and Multi-Line Primary Exchange Service rates by $5.00 per month.

3.

After reviewing the evidence filed in this proceeding, the Commission concludes that, on a prima facie basis, interim rate increases for Individual Line Residential Primary Exchange Service, Individual Line Business Primary Exchange Service, and Multi-Line Primary Exchange Service are warranted. These rate increases are to come into effect 1 January 2007.

4.

The Commission directs Northwestel to issue tariff pages, within 10 days of the effective date, reflecting the interim rate increases.

5.

In addition, the Commission determines that all of Northwestel's remaining tariffed service rates are to be made interim effective 1 January 2007.

6.

The Commission will render its final determinations with respect to these rates, and the other issues raised in the proceeding, in a decision to be issued early in 2007.
