CHCA-TV Red Deer - Temporary technical parameters for the Edmonton transmitter

  The Commission approves the application by CanWest MediaWorks Inc. to temporarily change the authorized contours of the television programming undertaking CHCA-TV-2 Edmonton.
 

The application

In Broadcasting Decision 2007-168, the Commission approved an application by CanWest MediaWorks Inc. (CanWest) to amend the licence for the television programming undertaking CHCA-TV Red Deer, in order to operate a television transmitter in Edmonton on channel 17C with an effective radiated power (ERP) of 92,000 watts.

The Commission subsequently received an application by CanWest to temporarily change the authorized contours of the Edmonton transmitter, by decreasing the ERP from 92,000 watts to an average ERP of 7,500 watts, to be used at an alternate transmitter location.

CanWest indicated that, due to uncertainty caused by various ownership transactions in the Canadian broadcasting system, access to the transmitter tower it originally proposed to use in Edmonton is not certain. The licensee stated that it will continue to negotiate for a permanent transmitter location, and that the authority sought would be required only until 8 June 2008.

The Commission did not receive any interventions in connection with this application.

The Commission approves the application by CanWest MediaWorks Inc. to change the authorized contours of its transmitter CHCA-TV-2 Edmonton by decreasing the ERP from 92,000 watts to an average ERP of 7,500 and by relocating the transmitter.

This authority will expire 8 June 2008.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.

The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 20 August 2009. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
