2005 annual price cap filings - Digital Network Access rates

The Commission received an application by TELUS Communications Company (TCC), dated 23 June 2005, to revise the former TELUS Communications (Québec) Inc. General Tariff item 5.01.02, Digital Network Access (DNA), pursuant to Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43, 31 July 2002 (Decision 2002-43).

In TELUS Communications Inc. - 2005 annual price cap filings - Digital Network Access rates, Telecom Order CRTC 2005-257, 11 July 2005 (Order 2005-257), the Commission approved TCC's application on an interim basis conditional upon TCC providing cost studies and imputation test results no later than six months from the date of its tariff application. On 15 December 2005, TCC submitted a cost study for its DNA services and the results of the imputation tests as directed in Order 2005-257.

The Commission received no comments with respect to the application.

On 16 August 2006, TCC and interested parties were notified by the Commission that this application would be addressed at the same time as an application filed by Bell Canada dated 16 March 2006 regarding Competitor Digital Network (CDN) services in TCC's operating territory in Quebec. In its application, Bell Canada requested that the Commission order TCC to offer CDN services to competitors in its operating territory of Quebec.

On further review, the Commission considers that there is no need to dispose of both applications at the same time.

Regarding Tariff Notice 408, the Commission considers that the proposed rate increases comply with the price cap constraints established in Decision 2002-43. The Commission also considers that the cost study and imputation test results adequately support the proposed rate decreases.

In light of the above, the Commission approves on a final basis TCC's Tariff Notice 408.
