  Application by TVA Group Inc. to amend the licence of the national Category 1 specialty programming undertaking known as MYSTÈRE.
  The licensee proposes to modify its condition of licence related to its Canadian content requirement by decreasing the minimum levels by 10% both for the broadcast day as well as the evening period.

The new condition of licence would read as follows:
 

In each broadcast year or portion thereof, the licensee shall devote to the distribution of Canadian programs at least 40% of the broadcast day and at least 40% of the evening broadcast period.

 

The licensee also proposes to modify its condition of licence related to its nature of service in order to enable it to draw up to 10% per week of programs drawn from program category 7d) theatrical feature films aired on television.

  The licensee states that these amendments are required, given the fact that the service's financial information shows that the actual conditions of licence compromise the relevance of the service and its viability, as well, the licensee identifies the impact of the increased competition since the approval of MYSTÈRE in 2000 as another reason for its requested amendments.

  Application by the Norwesto Communications Ltd. to amend the licence of the English-language commercial radio programming undertaking CKQV-FM Vermilion Bay, Ontario.
  The licensee proposes to add an FM transmitter at Sioux Lookout to broadcast the programming of CKQV-FM Vermilion Bay in order to serve the population of Sioux Lookout.
  The transmitter would operate on frequency 104.5 MHz (channel 283LP) with an effective radiated power of 49 watts (non-directional antenna/effective antenna height of 47 metres).
  The Commission notes that this application was originally announced in Broadcasting Notice of Public Hearing CRTC 2007-2 (N.P.H. 2007-2), 15 February 2007, for a broadcasting licence to operate a new English-language FM radio programming undertaking (RPU) in Sioux Lookout.
  Following publication of N.P.H. 2007-2, the licensee informed the Commission that its application was not for a new RPU licence but rather for a new transmitter to broadcast the programming of its station CKQV-FM Vermilion Bay.
  Consequently, the Commission issued Broadcasting Notice of Public Hearing CRTC 2007-2-1, 13 April 2007, withdrawing this application from the public hearing announced in N.P.H. 2007-2 and indicated that it will be rescheduled as part of a future public process.
