CJIQ-FM Kitchener/Paris - Licence renewal

1.

The Commission renews the broadcasting licence for the instructional campus radio programming undertaking CJIQ-FM Kitchener/Paris from 1 September 2008 to 31 August 2015. The licence will be subject to the conditions specified therein as well as to the conditions set out in the appendix to this decision.

The licensee has proposed to increase its third-language programming from 2 hours per week (directed to 2 ethnic groups in 2 different languages) to 8 hours per week (directed to 3 ethnic groups in 3 different languages). This is consistent with the significant role played by campus stations in serving the needs of the minority communities within their service areas.

3.

The Commission reminds the licensee that it is required to meet the regulatory minimum with respect to the percentage of musical selections drawn from category 2 (Popular Music) that must be Canadian (35%), as announced in Broadcasting Public Notice 2008-67.

4.

The Commission did not receive any interventions with respect to this application.

Appendix to Broadcasting Decision CRTC 2008-167

 

Conditions of licence

 

1. The licence will be subject to the conditions set out in New licence form for campus radio stations, Public Notice CRTC 2000-156, 16 November 2000, with the exception of condition no. 1.

 

2. If the licensee originates 42 or more hours of programming in any broadcast week, the licensee shall adhere to the Canadian Association of Broadcasters' Equitable Portrayal Code, as amended from time to time and approved by the Commission.

 

3. The licensee shall devote no less than 12% of its selections from category 3 (Special Interest Music) in each broadcast week to Canadian selections broadcast in their entirety.

Employment equity

  The Commission considers that campus radio stations should be particularly sensitive to employment equity issues in order to reflect fully the communities they serve. It encourages the licensee to consider these issues in its hiring practices and in all other aspects of its management of human resources.
