CRTC Interconnection Steering Committee - Consensus items

  In this Decision, the Commission approves consensus reports regarding i) bulk porting of leased telephone numbers to wireless service providers and ii) a methodology to account for the re-opening of trouble reports when measuring competitor quality of service results.

The Business Process Working Group (BPWG) of the CRTC Interconnection Steering Committee (CISC) recently submitted two consensus reports to the Commission.

Pursuant to Telecom Decision 2006-28, the BPWG filed with the Commission - Steady State Process for Shared NXXs, 24 January 2008 (BPRE062f). This consensus report defines the business processes permitting the bulk porting of leased telephone numbers to wireless service providers in shared NXXs in exchanges being opened to portability after January 2008.

Pursuant to Telecom Decision 2007-126, the BPWG filed with the Commission - Follow-up to Telecom Decision CRTC 2007-126, 1 February 2008 (BPRE064e). This report makes clear how each of the incumbent local exchange carriers (ILECs) are to, for competitor quality of service purposes, measure the time it takes to close a trouble report in instances where a trouble report is re-opened.1

The Commission has reviewed and approves the above-noted consensus reports.

1 A trouble report can be re‑opened by a competitor within 72 hours where that competitor finds, after verification, that a trouble remains that is located in the ILEC network after the ILEC closed the initial trouble report in question.
