Dear Mr. Palmer and Mr. Henry :

Re: Wholesale Local Service and Features applications

Consistent with the Order Issuing a Direction to the CRTC on Implementing the Canadian Telecommunications Policy Objectives, 14 December 2006 and the approach taken in Applications to review and vary Ethernet and ADSL Orders, Telecom Decision CRTC 2007-77, 31 August 2007, the Commission maintains interim approval granted in Telecom Order CRTC 2007-476, 10 December 2007, for the services provided under the Bell Aliant tariff notices (TNs) 140/140A, and Bell Canada TNs 7088/7088A.   Interim approval is maintained pending the Commission's determinations in the proceeding begun by Review of regulatory framework for wholesale services and definition of essential service, Telecom Public Notice CRTC 2006-14, 9 November 2006 as amended (the Essential services proceeding).

Further, the Commission expects that the rates, terms and conditions for these services will not be revised on a retroactive basis.

Yours sincerely ,
