Re: Telecom Decision 2007-130, Establishment of an independent telecommunications consumer agency; deadline for the CCTS to report to the Commission on certain matters and file a communications plan 

Dear Sir:

This is further to your letter, dated 19 March 2008, on behalf of the Commissioner for Complaints for Telecommunications Services Inc. (CCTS), requesting that a time extension be granted with respect to certain matters established in Establishment of an independent telecommunications consumer agency, Telecom Decision CRTC 2007-130, 20 December 2007 (Decision 2007-130).

The CCTS indicated that, given the progress made towards establishing a permanent Board of Directors for the CCTS and the many tasks that the Board will have to carry out in the coming months, it would be unable to provide full responses to certain matters within 3 months of the date of Decision 2007-130, as requested by the Commission.

In view of the foregoing, Commission staff considers that it would be appropriate to grant a five month extension to the CCTS to report to the Commission on matters identified in paragraph 109 of Decision 2007-130 and file a comprehensive communications plan as set out in paragraph 116.

Accordingly, Commission staff requests that the CCTS report to the Commission, by 20 August 2008, on the following matters:

  • the acceptance of (a) any complaint made via telephone, email, and TTY; (b) collective complaints; and (c) complaints made by a consumer organization on behalf of one or more consumers;

  • the establishment of seamless transfers, where appropriate, to other organizations responsible for handling telecommunications-based complaints, including live transfers to the Commission;  

  • the improvements to the CCTS's accessibility, pursuant to consultations with groups representing people with disabilities;

  • the development of performance standards for the CCTS; and

  • the development of expedited procedures for urgent matters.

Commission staff also requests that the CCTS file with the Commission a comprehensive communications plan by 20 August 2008.
